Following the submission of a Freedom of Information request to the Chief Executive Officer of East Dunbartonshire Council, the following information was received in late September 2010 relating the capital receipts position regarding the former Bishopbriggs High School site:
“The most recent update of information regarding the estimated capital receipts is made available to the public in the minutes for the meeting of the Council’s Special Audit and Risk Management Sub Committee on the 16th September 2010. For ease of reference I have enclosed the appropriate section providing information on the former Bishopbriggs High School site”
Planned receipt £11.520m
Borrowing remaining £3.770m
Status: £11.52m payment made in 2009/10 and borrowing incurred. Report D&I (Development and Infrastructure) 086 – 10 to Council on 30 June 2010 approved revised sale arrangement anticipating achieving £7.75m for Council. Shortfall will remain as borrowing.
The item on the Council minutes for the 30 June 2010 regarding the above excludes the public as noted below:
EXCLUSION OF THE PUBLIC
It is recommended that the Council pass the following Resolution:-
“That under Section 50A(4) of the Local Government (Scotland) Act 1973, as amended, the press and public be excluded from the meeting for the following items of business on the grounds that they may involve the likely disclosure of exempt information as defined in Paragraphs 1, 8, 9 & 11 of Part 1 of Schedule 7A of the Act”.

Our interpretation of the above is that East Dunbartonshire Council anticipated at one time making a capital receipt of £11.52m from this site, but that estimate has had to be revised downwards to £7.75m.
